Connect to a different access number and see if there is a noticeable speed difference. Most dial-up ISPs offer multiple phone numbers for you to connect to. Another number may perform better than your usual choice.
Close any bandwidth hogging applications such as anti-virus programs, multiplayer games and download accelerators. Avoid using phone line splitters that allow you to connect multiple devices such as telephones and answering machines to a single wall jack. You may also notice an increase in performance by unplugging all telephones, regardless of where they are in your home.
Test your physical phone line wiring to see if it supports a 56K connection. Although there are self-test kits available, if you are not experienced in the procedure, you may find it more beneficial and less frustrating to hire a professional.
Connect using a different modem. If you can use a different modem (either an external modem or via another computer) with your Internet connection, you can determine whether or not you have a slow or faulty modem that's slowing you down.
